Taxpayer, money, water, cold air, wind, city snowplows, sand, city streets
Directions:
mix cold air (20 degrees F), vaporized water, city streets and 28mph winds for several hours until thoroughly mixed. Then use taxpayer money to dye major intersections brown by randomly mixing sand into the snow. Then remember that one ingredient (most of the city snow plows) was sold several years ago for fear of global warming (only speculation). Chill for 4 hours. Add more wind and a touch more snow to taste. Attempt to roll out flat with any wheeled city vehicle that won’t get stuck in the 3 ft. drifts (i.e. backhoes, pickups, sanding trucks). And the last step… leave the cold, frustrated taxpayers stuck in the brown snow three blocks from home.
